How can a small town college refuse federal and state funding and still thrive?

Question:A small college in Michigan wants to ensure independence for the future. No state oversight on student loans allows this college to make its own judgement calls. The board has however raised tuition by 4.2% this summer, which was a lower percentage than many public universities. This college stopped accepting federally backed loans in 1984.

Tuition for one. Also look at the alumni, if even half give back to the school then they've have to be raking in money. Also what types of programs do they offer? Their cost could be really small and be saving money that way.
