If your parent has been denied a PLUS loan, you would be able to apply for an additional Unsubsidized Loan for up to $4000 (I'm assuming that you're a freshmen since you said your Sub was $3500). You would still be a Dependent student but able to borrow at the Independent level. More information on loans/levels can be found at www.finaid.org/loans.
You will also want to talk to your financial aid officer for more information/guidance.

The best way to understand your funding dilemma is to look at your Student Aid Report (SAR) Ask your financial aid office about any grants or scholarships - Work study may be a good option too - if you have the time. I also found FastWeb.com very helpful in identifying possible scholarships and grants
