EFC is an acronym that stands of "expected family contribution" (towards one's education). It is a measure that's used to determine your financial aid eligibility. A score of 0, more likely than not, means that your friend will be awarded generous subsidies (money) to attend school.
It means they will receive the maximum Pell grant (as long as they meet all other requirements)
Maximum is (One disbursement in fall 07 and one in spring 08)

He/She could possibly qualify for other grants as well, depending on the state they live in and how early they sent in the FAFSA application
