This book does show how to get money out of the government. Yes, there are grants available, but they are primarily for research projects or some kind of business support. The money that Mr. Lesko speaks of to pay bills and whatnot is usually government loan programs for small businesses. So, you have to be in a specific group (i.e., running a small very specific shop, be in a specific minority segment, etc) to be eligible for the loans. Keep in mind that these loans still require payback. It's not 'free' money as Mr. Lesko would have you think.
The only truly free money is grants. But, there are so few of these and most require active research projects or other very strict and narrow qualifications so as to exclude most people (which is why most of them are unclaimed). So, it's not exactly a scam, it's just that he's not being entirely honest about what the money is and where it comes from.

Trust me the guy on TV is the only one making money on that deal. Anything in his book is going to be on the internet. The only thing available in his book not on the internet free is examples of how to fill out paperwork. Some internet sources offer it cheaper. Just be careful of the scam artists.
