What do i do with what is left ? is it for me ?? do i get an account in a bank with that money and just keep what's left for me ... how do i get access to that money??? am i the one that controls that for example if i need to buy books or clothes or pay bills do i keep that money for me?

After tuition is paid, the school will either send you the money in check form, or deposit it into your bank account depending on what you have agreed to at your school. It's for you, normally it's supposed to be used on things like books and living expenses, but no one polices what you do with it (except your parents, maybe).
The length of time depends on how long it takes your school to process your financial aid. If you need this money right away, some schools have loans you can take out until your refund comes though. I'd call your school's financial aid department to inquire about how long it will take.
What ever money is left is yours to keep and do whatever you want. You can buy books, or put it in the bank. You should get a check from your school once your tuition is paid.
