Is is true that if you live in California for a year you get free tuition?

Question:for college? I heard this was true but I haven't been able to verify it yet, anybody know?

I wish! I have lived in California for my life and have to pay for college! Even my husband who is a professor has to pay to take classes.

Don't we all wish this were true? Sadly, it is not in any way true. If you live in California as a permanent resident for a year you pay in-state tuition at public universities, which is less than out-of-state tuition, but which certainly is not free!
