You should be fine to get another loan - assuming you have been paying the first one back? You cant get them for OU courses though unfortunately!
If your in Scotland then your entitled to 4 years funding but because you went to uni a few years ago it might be different, my advice is apply and dont say you've been before.
As for open university if your on benefits then it gets paid for you if not then you have to pay yourself the whole lot.
If your not in Scotland the funding might be different but I wouldn't think by much if you are in Scotland check out SAAS website for help and advice
