What types of jobs are you applying for? What area are you located? I am not sure of those answers so I will provide this answer to you. At 17, there are alot of jobs out there that are available and will hire. You must do the following: 1) Ensure you application is free from errors and typos, 2) Ensure that all information is provided, 3) Be truthful, 4) If there is an area for extra information include that you don't have any experience (if you don't) but you are a hard worker and learn very quickly. Also, for your first job, don't be picky. If you need money for school etc, work where they are hiring (McDonald's, Wal-Mart, some areas even have call centers that are open in the evening who take on employees with little or no experience). If you get the interview - even for a job with a uniform - wear business like or casual attire - NO JEANS. Do your hair and look presentable, you don't want them to think they made the wrong choice - especially if you are constantly in the public eye. This info will not get you the jobs but help improve your chances.

try some voluntary work. You only need to do a couple of hours per week or however many you can offer and it looks good on your CV and great opportunity for networking
It may not necessarily be your experience that is the problem. You need to ensure the CV you submit for jobs highlights your best points and is interesting to read. There are several web sites that can help with this, but best is to get someone who will honestly say what they think. If they dont find it interesting enough, neither will employers.
Have you tried voluntary work first?
Some businesses shy away from hiring young people, but there are things you can do to set yourself apart from the crowd. I'm in charge of hiring at a restaurant in a college town, so I'll tell you what I personally look for.

#1: Proofread your application! If an application is sloppily written or has a lot of mistakes, I usually disregard it. Take the time to properly fill it out. That makes it seem like you care about the job and will work hard. Some tips:

---Check for spelling mistakes.
---Use complete sentences and good grammar.
---Don't be too informal. Avoid slang/foul language.
---Make the hand-writing as neat as you can.
---If you make a mistake, start over! Don't cross things out.

#2: Think about handing out resumes instead of just filling out applications. A well-written, typed resume looks more professional.

#3: Make sure the application gets to the right person. It makes a great impression when someone delivers their application to me in person, especially if they have dressed up a little. Those people are more memorable, and I'm more likely to call them.

#4: Once you turn in an application, it's fine to check on its status after a week or so passes. Employers will admire that persistence.
If your spelling and punctuation is as bad on your application forms, its hardly any surprise.
New employers have to read through so many applications for any decent job.
If I begin the CV and finds loads of mistakes, I bin it before I reach the end of it.
Start small, take any job, maybe washing dishes and work your way up. Everyone who has experience had to learn from the bottom up. Age is on your side. Do not expect to be given a highly paid job from day one, for heavens sake.

Make an entry into the commercial world on the first rung of the ladder. Then keep applying for better jobs and practice enthusiasm about yourself. Tell interviewers that you are a quick learner and that you want to learn. Talk to them. Open your heart and explain that you know you have to start at the bottom and work yourself upwards from there.
