Unfortunately, there is only one way to construct a winning scholarship essay, and it's sort of sad: tell them what they want to hear. Write about your goals, volunteer work, and experiences that have seemingly "shaped you" as a person. The more compassionate and sappy you are, the better. Trust me, I get to pocket around a thousand dollars every semester because of the scholarships I won when I was an incoming first-year student.
