I'd go with Philosophy 101 only because it's philosophy...you can make stuff up so long as it sounds deep :) I mean with History it is filled with facts...either the US joined WWI in 1915 or it didn't.
But that's just me. Personally I love history and I think it's something everybody should take and really have to learn but in the mean time I think philosophy is easier.

US History is easier. I had a co worker who took Philosophy and said it was very hard

It's going to depend on the professor. There's a wide range of rigor in any college course, and while generally we'd acknowledge that more people find math and science harder than your humanities courses, if you get a real jackhammer of a prof then your history/philosophy course could feel like boot camp.
Now, US History will have some content that dovetails with your poli sci course--so in terms of content, the similarities might mean an easier workload for you overall. If both courses require a term paper, you might be able to get permission to write one paper on a topic that covers both subjects (say, a speculative "what would have happened if the Bull Moose party won?" or "analyzing political representations of minorities, 1900-1940").
But find out who's teaching. Ask other students who might have had those courses. Phone the professor and explain that you're considering the course and would s/he please describe its general philosophy and major assignments. (Calling a prof in advance often gets you noticed favorably--and if the prof says "I have no idea, haven't planned that course yet" then DO NOT take it! At this date, any decent professor ought to have an idea.)
