I'm in a Ph.D. program at a 'top 100' school, and, in the 4 years that I've been here there have been several international students accepted into our program. Each year we've had at least 1 international student admitted with full funding. (There are usually between 7 and 10 funded positions available per year. I don't know if our school reserves one position for an international student, but it wouldn't surprise me.) Even more international students are admitted to the program without funding. If your grades and all are good, I'd say your odds of getting into a program are pretty decent.
