Extra fees charged by the private engineering colleges/polytechnics in the name of fees for PDP, why?

Question:Extra fees are being charged by the private engineering colleges and polytechnics in the name of fees for Personality Development Program (PDP). If thisPDP is necessary, why this is not being included in the syllabus, why the students are being charged extra? When this PDP period will be held, from where the time for this PDP will come? Is this not being illegal/given the way to the institutions to charge arbitrarily?

Most colleges are handicapped in development due to limited resourse from the government. Although they take care of the staff structure and general infrastructure, there is no funds for improvement of the college environment. How would you like to eat in a filthy canteen or play on a mud ground? Hence to build up the environment, most colleges charge extra fees to benefit its students. However some colleges charge exhorbitant fees for the same. I would consider Rs. 2 lakhs as normal fees a college charge for all 4 years of your education as that is the minimum you will recover per year after 1st year of passing. More than that is just exploiting you. In today's world, students pay more than Rs. 50,000 towards tuitions, but are reluctant to pay a college which will absorb efficient staff to teach.
Legal or illegal... I feel the benefit is not only going to colleges but also to the ________ (u knw wat i'm trying to say...)
It's all fraud. It is not legal to take PDP from students. But you can't do much about it. In our college they don't even give receipts for the same. Private colleges s**k big time.
