Most universities don't accept transfers until their junior year. If you had gotten waitlisted, you might have been able to enroll in the spring; you could try submitting a new application for spring enrollment, but they are unlikely to approve that if they already rejected you for fall.
Go to the local college and take care of your general education requirements - keep checking with the university to see which units they will accept when you transfer junior year.
You can't transfer until you get your G.A because the college wont take you, major in what you want get your G.A's and then you get to transfer.
No one can really answer your question with the info you gave. HOWEVER: You probably need go to a community college for at LEAST a year if not for a associates degree. It will be hard for you to transfer until you have 'fixed' the reason you were rejected.
