is it possible to make an engine that uses water as fuel in stead of petrol n diesel....?

Question:hydrogen n oxygen have already been under consideration..but the use of water in its pure form in automobiles hasnt been analysed or disclosed yet!although the emission of new hybrid engines have nearly zero hydrocarbons present in the exhaust.bt it seems to mch costlier n out of the reach of even upper middle class..so wat can be done to cope up with such a big problem i.e rise in rates of petrol n diesel at a rate faster than the burning of fuel itself..........
