Colleges of New Jersey?

Question:I want to transfer to NJ to major in Education. I did horrible in my last yr of HS but did wonderful in my 1st year in College. I need to know can I still transfer to a good college in NJ even if my HS grades were bad but my college ones were great! My older bro lives in NJ and always wanted to go to Rutgers but didnt make it in b/c it was so much money.I want to go there but Im afraid its a lot of money.What other good colleges are not as much money as Rutgers? I want to enter a public ones also , no private.

Kean in Union,NJ or Kean@Ocean County College in Toms River,NJ. Great for Education.
