What are my chances of getting into USC with a cummulative gpa of 3.0 and transferable 3.2?

You don't have a great chance, but you're close enough to take a shot. USC expects at least a B+/A- on all the transferrable courses.

If you have less than 30 units, they'll look at your high school grades and SAT score as well.
It depends on your test scores and other extra-curriculars, but your chances aren't good. According to the Princeton Review, the average GPA of admitted students is 3.7. Unless the president himself is writing you a rec, your chances are probably not great.
