You might think about getting a Teaching English as a Second Language degree, especially when it is offered through the School of Education rather than the English department. Some schools have a certificate in International Relations that you can pick up along side it.
My alma mater, Cal State San Bernardino, has a MA in TESL through the English department as well as a M.Ed. in TESL through the Education department (aimed more at administrative educators). They also have a 8 course Certificate in International Relations (which has a strong security studies flavor.)
Cal State just built extensive apartment housing for upper division and graduate students. Plans range from studios to four bedrooms. And the Student Union was doubled in size and reopened just a year ago.
The tuition is priced about right too. In state, it's about 3500 a year. Out of state will cost you about 12 grand. That's a lot cheaper than any private college.
Good luck on pursuing your international education career.
