I don't think any university specifies this, but there are some which will take you IF your test scores are good and it has been a long time since you were an undergraduate. If you just finished with a 2.85, most schools would assume you just weren't capable of graduate-level work; if it has been a decade or more since you graduated, some may be willing to give you a chance to show that your earlier poor grades were due to immaturity if there is enough evidence that you could do well and have become an adult in the interim. Know, though, that many accrediting organizations will only allow schools to take occasional exceptions to admission standards, so you would really need to be an exceptional applicant.
I have not found one with less than a 2.90 requirement...
