They are due to return to UK for university education on technical course in Leeds. They are full British passport holders since birth, as I am. What are the tuition fees for a technical degree in this case. The government splits costs for UK reseident, EU and overseas student.

They must have been resident in the EU somewhere for the past three years to count as British for university fees. There are some exceptions, so you should contact Leeds directly and ask if you qualify, but normally just being a citizen doesn't automatically qualify you for home fees.
