Why? Why are you young kids obsessed with going to Uni is it just anexcuse not to show what you can do in the real world. Go get a job be a contributor to society not a sponger. Everyone has a degree these days whats the point . Waste of your time and my money
Try contacting your local authority youth service to see if you can get involved with the Youth forum in your area (Kind of like a school council but on a bigger scale)
You could also take on leadership roles at your school, like mentoring younger students, or being a prefect.
Any of these types of activities can be accredited by Millenium Volunteers.
Whatever you decide to do, keep a detailed portfolio of paper clippings, flyers from events, references from things you've been involved with.

Have a really good specialist knowledge of the courses you're applying for, and of the career you hope your degree will lead to as well, and demonstrate this knowledge in your UCAS form. This shows that you are a serious student, because you've at least done the basic research, which alot of people just don't bother their arses to do.
