I doubt that your fellow students are really apathetic, as what goes on at their school has a direct impact on their future. I suspect that the issues that are a priority to you are not the ones that others necessarily find important. Talk to other students and find out what is affecting them and what their main concerns are. Usually tuition and other costs like books and fees, quality of and access to resources like computers, the library, etc. are an issue for students. Also policies that are restrictive, unfair or biased. Safety is also important. Consider having a suggestion box for students to anonymously leave tips about policies, teachers, or student behavior which they find troubling.
It's not enough to point out what is wrong at your school, let the students know how it affects them, how it might affect their education or chance of graduating, and let them know what they can do about it. Should they contact the dean? Is there a meeting they should attend? Will they get in trouble for standing up?
You might also want to interview students, conduct polls, or profile people that are interesting or making a difference at your school. This puts the focus on the students and includes fair coverage of campus culture. People are inclined to read a publication that truly represents them and in which they or their friends might be mentioned.
Also, while I appreciate the effort you put into your writing, it does sound just a little high handed. Almost like it was written by the faculty instead of the students. Many students might find it a little hard to relate to, almost like it was written by "the man". Consider writing in a style that is a little less stuffy, a little more up front.
