I believe you must be born on American soil to be considered a "Natural Born Citizen" - but I'm not sure if this includes American army bases overseas.
As hogo05 said, a natural born citizen is a person born on American soil. Embassies, consulates, military bases, the works, are all considered American soil.
Born in, and subject to the jurisdiction of the United States. Therefore, children born here to ambassadors and other foreign nationals not under US jurisdiction are not US Citizens.

And children born to American citizens anywhere in the world are also American citizens. Some have dual citizenship till a certain age.
