Answers:
The best bet is to ask your school to arrange something for you with your local hospital. They should be accomodating in arranging work experience for pupils and will know how to go about it.

If you've finished school, then phone up the hospital and ask the switchboard about who to talk to. I'd imagine it would be someone like the director of medicine or the like. Usually, they too are quite good in arranging something for would-be med students (I work in a hospital and have met a few school kids who were given a couple of weeks work experience shadowing a doctor).

To better your chances, I'd also consider perhaps doing some volunteer work (usually children's wards are begging for people to do some work with the kids). Again, this can be arranged either by your school or directly with the hospital.
Hospitals always need work in labs, try the lab.
