I don't know if its hard to get in, you may need to submit a portfolio of some sort.
Theres the Academy of Art University in SF which admits 100% of applicant students according to collegeboard. Academy of Art is also a 4-year school and FIDM is a 2-year school.
Art Institute of California: San Francisco a 4-year school.
California College of the Arts: San Francisco 4 -year private school.
San Francisco Art Institute 4 year private school
Generally speaking if you turn in all the required materials and can pay the fees you'll get in to FIDM...they don't seem to be vey pickiy about who they let in. I'm pretty sure The Art Institute in S.F. has a fashion design program as well, if you want to check that out.
It seems like you want to be in Cali but you should look into schools like Parsons and FIT in New York... those are two of the best known art and design schools in the country.
