VideoText Interactive and Math U See are great programs - they're both taught by DVD/DVDRom and are very concept based. VTI is a bit pricey, but it's so worth it. My son is in MUS right now for the stuff before pre-algebra, and will start VTI next spring.

buy a textbook. saxon is hellish cause it's boring, but it's good for homeschooling. a beka book isn't bad either.
Ask your public school for used text book and/or teacher book. If they can't give it to you, they can throw it away in your presence and you can get it out of the trash can.
There are quite a few homeschooling algebra books out there. There is also Cliffs Quick Review books you can buy almost anywhere that sells books. It really depends what you're looking for.
http://purplemath.com is still technically online, but it's not FLVS. It's a great resource for Algebra.
As far as the requirements of FLVS, I'm not sure. If you plan to graduate as a homeschooler, there isn't really a problem. However, if you plan to graduate from the public school (via FLVS), you'll need to see how you can get credit for the Algebra.

I would say that you look through the options with your mother, so you can decide which program seems best for you and her and what she can afford.
