Any skill builder is to be used only when the child has sufficient practice/mastery in that area to move on.
You can use specific skill builders to re-enforce concepts that need extra practice, but I would not get hung up on grade levels.
If you use a book simply because of "grade level", the child may not grasp the material if he/she did not learn the previous concepts adequately.
On the other hand if he/she is further along it would be a waste of time, and you may need to use a higher level of skill builder..
