Why is technology not the solution to all the scientific problems?

Question:It's hard!.. It's from one of my cousin's homework for Biology... Help!...

because we aren't technologically advanced enough?
I mean, technology has to be programmed from a person usually. does it not? It has to be man made...so how can it figure out something that the person who made it can't? well, with the exception of some mathematical things...like calculating pi...but that's because people are lazy.=P
We don't always have all the answers to develop the proper scientific framework in order to create the technology.
