Sounds are made by vibrations. If you take a violin, for example, and play a string, it will make a sound. If you cut that string in half, it will play the same sound but one octave higher. You have reduced the length of the string, thereby making the vibrations faster.

When you talk about voices, you have vocal chords. At puberty your vocal chords gain mass, so they vibrate more slowly, making your voice deeper. This happens to a greater extent with men than with women, though it happens to both.

Any condition that affects the length of one cycle of a vibration, is a determining factor in the sound made.

well, everybody/thing has a different measurement of voice. Lets say, a guy has a soft voice then another one also has a soft voice, their voices won't be the same. Everybody/thing, is/are different, for example: every bird has a different voice...
