What is the easiest and best way to locate people I haven't seen in decades?

This can give you a good start.
Try myspace I found alot of my old friends on there.
It depends on who they are. You can try things like Classmates.com if they are people you went to school with, or you could Google them if they have fairly public lives. Otherwise, you may have to pay for a search (this can be done quite inexpensively in most cases, though).
