The now extinct Haast's Eagle may have been the largest ever. http://www.bbc.co.uk/nature/wildfacts/fa...
I find conflicting information about whether the Harpy Eagle or the Philippine Eagle is the largest.

I have transported and cared for Bald Eagles. They are quite large, and it is difficult to imagine them being any bigger! It is quite an experience to have a close encounter with these majestic birds.

The Philippine Eagle is the largest living eagle species in the world. This huge and impressively predatory bird is one of the world’s most powerful eagles. It is also one of the world’s rarest and most critically endangered birds, and there may now be as few as 250 mature individuals left in the wild.
Harpy eagles are, by some measurements, the largest eagles in the world. They are not the biggest, but are apparently the heaviest. (Philippine eagles apparently hold the title for the largest eagles in the world in terms of physical dimensions.)

The Philippine Eagle is the largest Eagle species in the world. It beats the Harpy Eagle in all measurements; Height up to112 cm, wingspan up to 240 cm, with the largest wing area among all eagle species and probably the tallest eagle in the world. it's tarsus (legs) can reach up to 150 cm long compared to Harpy's 125 cm. and sharp claws that could almost encircles a human neck. However the Harpy eagle beat the Philippine Eagle in one measurement, only in weight 8 kg and Harpy 9kg.
