false flag, if I remember correctly from reading Tom Clancy novels is when someone from one country approaches a suspected agent of another country claiming to want to give information. The person that made the approach is actually an agent of his country rather than a betrayer of it.
This may be to provide misinformation, identify agents working within their country under diplomatic cover, etc.
So I guess a terrorist could claim to have information when in fact he has other motives.
