Maybe you have to change your mindset. Whenever you are studying, put in your mind that you will pass your quizzes. Be confident of that. Don't doubt your abilities, inspite of your past performance. Your past records should not determine how you will performed in the tests to come. And also, don't cram. If other things need to be set aside for you to have an extra time to study then do so. Love what you are studying so that your mind will not be pressured. Make sure that you are understand them, before putting down your notes.And the best solution, as I have experienced it, Pray. We have our own limitations but we can do all things with favor from above. It works, really works.

I think you're putting too much pressure on yourself. Most of the knowledge you retain long-term is added during sleep. Also watch your diet as things that may help you stay up and stare at books may not be things that help you retain knowledge. It's been proven lack of sleep and stress are actually quite harmful when it comes to studying.
Also when you are studying you may want to find alternative methods to help you remember things. Try studying with groups, try writing things down look up ideas online there's all sorts of things out there one of which may work for you.
there are all sorts of learners out there and there have been studies that show some people are auditory learners where others are visual and others are kinesthetic(touch). Say you're an auditory learner and you spend all night staring at a book. you're not doing your best studying it may be helpful to study in groups and hear the information coming from someone else.
