You can go to yellowpages.com or whitepages.com (you might have to try both if you don't know if it's a business number or a home number). On each page there is a section of other search options, and one of those is phone number. You enter in the number and it'll tell you what name and address it's linked with as long as it's a listed number.
go to www.whitepages.com and click the "reverse phone" tab at the top and put the number in, it will tell you who it belongs to. Or if it is a cell phone it will tell you what carrier it is, but not the persons name.
