while you may address it to Human Resources or the Hiring Manager, it is considered to be more personal to address it to an actual person. It also makes it look like you did your research and are genuinely interested in that company. A quick phone call should answer any questions.
You may want to just call and ask whoever answers the phone. But if you address it by title i.e.
To: Director of Operations
I would address it generally to the Human Recourse Department.
Then you can start with "To Whom It May Concern".
A little more personal would be "Dear Sirs and Madams" or "Dear Ladies and Gentlemen"
