If you are moving out of state, and you aren't required to be in on-campus housing, it might benefit you more to get an appartment. Being out-of-state, you'll be paying higher out-of-state tuition. And if you can establish residency in that year you are in an apartment, then the 2nd year, you'll be paying in-state tuition.
Think of the trade off. Staying in a dorm would probably be more convienent, beacuse you'd be closer to campus, have more opportunities to meeting and making friends, and will not have to travel around the city much, because most campuses have all the supplies you'll need.
But if you live in an on-campus dorm, it's not likely that you'll be able to establish in-state residency, because they force you OUT of your dorm and back home during the winter holiday and for the summer.
So. it's up to you. I would pick an apartment, if I were going out of state.
Some schools require that freshmen live on campus. If your school doesn't, depending on a lot of factors, I'd probably recommend trying out the dorm for your first year of college. After that, if you want to get an appartment, go ahead.
