Do most US universities/colleges allow freshmen to have cars on campus?

those with big campuses would allow fringe parking - tts way out there away fr the faculty members. so, might as well get a bicycle as in china where everyone do so. this is to ensure orderliness and quiet on the campus as we young thingys tend to get those hot rods and fancy mustangs !!
