I find it easier to multi task whe studying. If I'm in a quiet area I usually get bored and find myself walking around away from what I'm supposed to be studying.
If you're like me, try having music playing in the background, or the television on (but out of view). This usually helps keep me entertained enough so that I do study. But I can usually read and listen to the television without getting confused.

So skim. That's what I've been doing since HS. I've skimmed longer (but less important) sections of books that simply advanced the plot, adn focused more on the sections with double meanings. If you just pick out a few paragraphs which you feel are important to the central theme of the book, and think about them for 5 min at a time, picking apart words and stuff, you can skim all the rest.
There is no cure for "reader's block." Just be honest to yourself when you're skimming that you'll miss some minor details. This usually never comes back to haunt you when you're writing a paper. Never has happened for me.

The real trick in studying is to guess what the questions on the test will be(in other words, what has the teacher been focused on the most(means what is most important to him/her) Those are the questions most likely on the test.
So write down some mock questions and try to answer them to yourself. An effective way of studying.
ORRR you have a challenge in reading. I mean, HOURS for half a chapter? This is an area that can use some improvement. How do you do that? Read and have a dictionary beside you and look up the words that you don't know and reading will pick up speed with greater comprehension.
