Carrot and stick is basic. Reward the good and punish the bad.

I recall Maslows Hierachy of needs basically said that money will only work as a motivator if people are trying to meet their basic needs, once thaey have covered these money will not motivate, only demotivate if it is taken away. You ned to be thinking about their social and ego needs.

In the work place there is the theory that you work out a personality type, Belbin / Myers briggs style and give people work that they want to do.
