I don't think they round up. I have never seen any evidence of this in looking at mine or trying to calculate it myself. At my school all the info about how they calculate it is in their online student catalog. Also the people in registration will answer just about anything over the phone most of the time.

Probably not. In a college or high school, there are usually many students with very close grade point averages. In order to rank students properly, schools need to be able to distinguish between very small differences in them. The high school I attended measured grade point averages down to the third decimal place. I would hazard to guess that many measure them down to the fourth place. A minute difference in average could make the difference between a ranking of 1st or 2rd place in class standing. On the other hand, rounding up could result in several people being declared class Valedictorian or Salutatorian, creating a very confused and confusing state of affairs indeed.
