Yes, it works! I have tried plain "immersion" courses in the past, and while they do help you speed up your conversation, they don't help you form sentences and thoughts of your own because you aren't taught the grammar or word order (you're supposed to just "pick it up as you go".)
Rosetta teaches you grammar as well as speech (by a native speaker, no less). Learning bunches of phrases works fine if you're just touring, so programs like "Pimsleur" and "Berlitz" will work for that, but if you really want to be able to communicate original thoughts of your own, as well as understand perfectly what the other person in your target language is saying, get the Rosetta.
However, the only way to learn idioms and idiosyncracies of a language is to get a friend from that country and converse only in the target language. As in English, what we say isn't always what we mean! For example, teens these days say, "That's bad!" but what they really mean is "That's good!" We just seem to know when bad is bad or bad is good. Same in other countries--more in some than others.
