Urgent - How can I find guardians from various cultures to support under-18s students from overseas?

Question:Under-18 year-old students arriving from places like Malaysia, Vietnam, China, Taiwan ideally need an official guardian till they're of age. I'm having a great deal of trouble finding guardians in the Cambridge (UK) area. Anybody got any ideas?
