Do colleges care about your academic performance as a senior?

Question:i want to go to penn state next year and party it up this year instead of taking ap courses.

I don't believe a "college" or "university" has an obligation to care about a student's academic performance; it's a student's responsibility to "care" about their academic performance.

like all other universities, penn state admissions office has a criteria for choosing their students. here it is:

They don't have a minimum GPA or standardized test score used for admission: they use a combination of your GPA and standardized test scores, as well as a few other factors.

according to their website:
"The high school grade-point average (GPA) accounts for approximately two-thirds of the decision. The remaining one-third is based on other factors, which may include standardized test scores, class rank, personal statement and activities list."

they don't require AP classes but they do have a middle range score table to guide you on the grade requirements for entering penn state. you can view their other requirements in their website. goodluck in your studies!
