i guess if you're surrounded by water, it's harder to make a sneak attack or to make a prolonged war since transportation will be problem for the aggressor. (although that didn't stop pearl harbor from sinking)
er, i don't really know. if it's not for war, water can be important since it can lessen the maintenance cost of a city. ( i mean, you don't have to pay big bucks for a fancy water purification establishment)
