What age? What standard of player? Do you have a teacher to give advice?

I'll assume that she's a beginner, of elementary school age. (But this advice applies to early high school also.) I also assume that you want a new one. Look in music shops for Yamaha, Buffet, Vito, Forte, and Ridenour brands. And unless you want to break the bank, get a plastic student instrument.

All the student instruments by those makers are good quality. It's not true that plastic clarinets are intrinsically worse-sounding than wooden ones.

Buy nothing from a department store.
avoid plastic ones. The tone on these are awful. I used a Leblanc in high school and college. It is considered one of the best. It runs about $2,000 new. At a lower price, you could get Buffet and Yamaha, which are also good quality. Stay away from Bundy...this is a low quality instrument for beginners who will not be continuing playing for years.
