Question:Her parents cannot afford to buy her the instrument and necessary bows, wax, etc. If I buy this and donate it to her band teacher with the understanding the child be given the violin to keep do you think that would be an acceptable way to give the child the violin, without embarrassing her or her parents? I really want to do this but don't want to hurt anyone's feelings. Thank you for your thoughts on this matter.

Sure, you can do that. You can donate things to orchestras and school programs, and no one has to know.
That's not a smart thing.
The parents might not want to accept it from the school (too much of a gift) and/or they might thing the band teacher has other motives for giving it to her.
You can MAIL it to her from "anonymous" no return address... just wait for a day when you know they aren't going to be home and drop it off.. or send it via fedex/ups/dhl/etc...
