For schools with English as the language of instruction, you want to look to Montreal rather than Quebec City. In Montreal there are two English universities: McGill and Concordia. Both are excellent schools, and McGill is one of the oldest in Canada with a great number of very excellent departments in their relative fields of study.
Job opportunities are very limited anywhere in Quebec (province) for people who do not speak French. But, as someone coming to the province from Outside Canada, you can get free training in speaking French (those of us who came from other parts of Canada have to pay!).

McGill university is located in Montreal which is only about 3 hours from Quebec, it's taught in English.
I'm not sure about the universities in Quebec City, but if you look them up you can easily see what their main language is.
