Why are there rules for the library?

The library is not a Democracy where people can speak out (loud) about their own personal beliefs.
The library is a Monarchy of which the head librarian is the Queen - or King if he's a man.
It just is so don't try to change the government or we will have complete Anarchy. You would never be able to find a book because the Dewey Decimal would never be recognized. Actually, people probably wouldn't even bring their books back when they were supposed to.
how about you waiting for a book or a dvd for years?
or letting you use and borrow the books or 100 bucks each?
or people singing and chatting loudly in your ears when you needed some times reading or studying sth?
i bet you had whatever you wanted otherwise you would not even think about it,
libraries are for reading books and sudying if people are all loud and stuff others cant read or study good
