Just tell them what you're planning to do for the school and make your speech funny.
This girl did one when i was in jr. high where she found out a survey that showed that the more a candidate says their name in a speech, the more the people remember their name and vote for them. She told us about the statistic then every few words in her speech was her name randomly thrown in. It was funny, people remembered her name, and she won!
When i was in JR high the candidates always handed out little papers with their names/slogans on them on strings to go around your neck (a cheaper alternative to buttons) and it always seemed like whoever made the most and handed the most out, always seemed to win because people remembered their necklaces.

You'd have to be nice to people, and I mean everyone if you want a lot of votes. You'd also have to be smart. No one wants someone stupid making decisions for them. Think of a good campaign (a.k.a. why people should vote for you and what you can do to help your classmates and school).
Well at middle school kids are most likely to vote for whoever is the most popular or prettyiest, cuz their all whiney idiots.
Have like a lollies for good students campaign! lol
Just be nice and tell them stuff they want to hear that you are capable of doing when you become (fill in council position here). Make sure you have a strong platform(speech).

Popularity has a lot to do with it, but it's not everything. Take the "treating others as you would yourself" angle. Be generous; bring treats such as cookies and fruit for potential voters. Be approachable, and listen to what they would like to see you do as president, what key policies you could impliment that would benefit everyone. When you're on the platform, speak with a strong, clear voice, but with a positive attitude.
You have to sell yourself. It can be hard to do in middle school because a lot of the time people want to pick the most popular person which is a drag, but it doesn't allways happen. I would suggest reading some books on being successfull and selling yourself.
If this doesn't help you in winning this election, it will definately help in life.
Well keys to win elections vary. It goes for campaigning to see if you have good "advertisement" of yourself. Also how your presenting yourself and what good qualities you have that make people want to follow your lead. Good luck at your election and hope you win!
