You need to report him to E-bay ASAP! Hopefully you paid him via PAYPAL, if so register a complaint with PayPal ASAP. Within a certain amount of time PayPal will refund you your money in the case of fraud. Good Luck!
Just start the dispute process through ebay/paypal. There is a chance that your purchase is covered under thier buyer protection plan, but you have to initiate the process. For a non-responsive seller this can take a number of weeks to complete but you will get your money back.
Also, try not to buy things from overseas sellers unless you can see that they are established (having sales going back a good number of months at least).
You should let ebay know about the suspisicon of this guy. They have a policy to cover these things. And Call UPS and ask them about the number. ask them if they can do a track for you as you can't find the item. It may be possible that coming from another country it could have an extra number. If I were you, have ups check it and then try to check each day yourself if they can tell you where it is. Keep emailing this guy and tell him you have not received the item nor can you track it.. Bug the heck out of him 3 or 4 times a day. Tell him to send the money back if you haven't gotten the item in 7 days. Good luck.
