At my school, they are organized by your grade then your last name (alphabetical). So I'm next to other people in my grade and with similar last names. But at my middle school, they went by grade then homeroom then last name.
Usually, yeah. Or they may organize you by homeroom and your locker may be near theirs. Also, sometimes they only give lockers to kids who ask for them, so you may end up in a totally random place... depends on how big your school is and if you're allowed to bring backpacks to class and stuff.
